1) Why "Modern Setup Host" priority is set to "Below Normal"?
2) If I set it to "Realtime", will it cause some problem to my PC?

For us to assist you in regards to Modern Setup Host, we would like to inform that Modern Setup Host or SetupHost.exe is a self-extracting archive and installer, which runs as a scheduled task everytime a user logs in. The priority showing there would be its default. This shows on how it uses your CPU, Memory, and even Disk usage. It would be best to have it by default rather than changing it to avoid any issues.
